ORADIM creating files in the wrong dbhome (Windows 2008R2, 11.2.0.3)

I have set my oracle_home env var to dbhome_2 and my path to only include dbhome_2 and dbhome_2\bin yet when I attempt to create a new service with ORADIM, it creates it in the dbhome_1 (not dbhome_2) directory. Looking at the service running under Service Manager | right click | Properties | General tab, the Path to executable: shows that it's running in dbhome_1.

This started occurring when I was applying the APR 2013 CPU. Without going into too much detail, I couldn't stop processes from locking files in the \bin directory. I ended up messing up the \bin directory so I copied the files from my dbhome_1\bin directory, rolled back the patch, then reapplied the patch. All seems to be working for all databases in dbhome_2 except that it is trying to run out of the dbhome_1 directory.
