shipment quantity billed is greater than or equal to quantity received

Hi all
I have an issue on iProcurement

When i try to cancel a requisition line and the buyer approve this change request, the overall status is "REJECTED"  for this reason:

shipment quantity is greater than or equal to quantity received

I don't know how to resolve this issue, some idea for resolve it?
