P1201Z1 interoperability

I've successfully used P1201Z1 together with R1201ZIl  to create F1201 records; however, I need to create both F1201 and F1217 records. 
Doc 626064.1 indicates what the F1201z1 record needs to contain EDDL=2 (for both F1201, F1217).  I took a look at the BSVW for P1201Z1and it only contains F1201Z1 so it does not appear to be able to create F1217z2 record which R1201ZIl is expecting.  It appears that in order to create F1217z2 records another program is needed.

do I need to import the data directly into these tables F1201Z1 + F1217z2 and relate them via EDTN?
