Order flow when COM and SOM are configured to multiple instances.

Hi,
We are using OSM 7.2.2.2.2.
We have created two instances of OSM for installing COM and SOM seperately.We have built and deployed COM and SOM to different instances seperately in development mode but while performing sanity by firing a sample order NsalesOrderTBOBEM.xml from sales order samples cartridge the COM order is not SOM.
When observed the messages are available in Create provisioning order queue in COM instance.My doubt is why the order is not flowing to SOM queue since we are using emulators it should be done automatically or do we need to do any further configuration to complete the order flow.
