User was allowed to receive inventory without specifying a locator although the subinventory should

Hi All,

Will you please help me in the resolving the bellow issue 

User was allowed to receive inventory without specifying a locator although the sub-inventory should be locator-controlled

·         Please explain why the receipts were processed without a locator.
·         How do we prevent this from occurring?
·         Please explain how we move the inventory out of the sub-inventory.
