New 11g installation performance slow

Need help identifying cause of slow perfomance in new 11.2.0.3 installation on Win2008 x64.

Background:

Current database - 7yr old hardware, External 4gb IBM disk subsystem, Win2003 x64, 12g RAM, (4) 2 core Xeon processors, Oracle 10.2.0.5, No ASM.  Database runs good for 7yrs of age

New database -  New hardware, 3par disk subsystem, Win2008 x64, 48g RAM, (4) 6 core Xeon processors,  Oracle 11.2.0.3, all data files on ASM, Database runs approx. 40% slower than our 10g db.

I can provide any data or configuration to help determine cause of slow performance.  I opened  SR up with Oracle but they are not a one stop shop for answers.  They ended up opening another 5 SR's to individual teams and are very slow.  This forum has been very helpful in the past.  Hoping you all can help diagnose.
