Shipment in Oracle WMS

 Hi  
we have some business case in wich a warehouse want to make a 'Shipement'  to another warehouse (or to a specifique location in the same Org) without receiving an internal Order.  (it-s a 'Push' shipment that is decided by the shipping warehouse without an Order from the destination)

Is-it possible de make a shipment  (using Oracle Shipping) without a related Order in OM  ? (we don't want to user inter-org or inter-subinventories transferts)
