Lead conversion of Contact

Hello all,

I am process of trying to utilize the Lead conversion functionality in CRM. Account Conversion works fine. If I try to create an Account whose Name already exist it will through a flag. But on Contact.....I can recreate the "exact" same Contact repeatedly. Is this by design?
