Create a file download link on an OAF page

I'm trying to create a link on an OA framework page to allow the user to download a file.  Can I do this with the Message download item type using OAF personalization?  I can't find any information about how to set this up, or where I would store the file that I want the user to be able to download.  Does anyone know how to do this?  Thanks.
