v$cell_config and v$cell_state not showing 2nd storage cell details on our 1/4 rac exadata machine

 We are seeing the following information in sys.v_$cell_config on our ¼ rac exadata machine – there are entries for 2 of the 3 storage cells.

192.168.10.3       CELLDISKS           (HUGECLOB)

192.168.10.3       GRIDDISKS          (HUGECLOB)

192.168.10.3       LUNS     (HUGECLOB)

192.168.10.3       PHYSICALDISKS (HUGECLOB)

192.168.10.3       IORM     (HUGECLOB)

192.168.10.5       CELL       (HUGECLOB)

192.168.10.5       CELLDISKS           (HUGECLOB)

192.168.10.5       GRIDDISKS          (HUGECLOB)

192.168.10.5       LUNS     (HUGECLOB)

192.168.10.5       PHYSICALDISKS (HUGECLOB)

192.168.10.5       IORM     (HUGECLOB)

From sys.v_$cell, we have IPs from the 3 storage cells.

192.168.10.3       398250101

192.168.10.4       88802347

192.168.10.5       2520626383

 

Is anyone able to shed some light on this?  The cell in question is returning its state as "online" from cellcli -e "list cell detail"   

Also, cellVersion: OSS_11.2.3.2.1_LINUX.X64_130109
