Load metrics learning by oracle service

A quick question, I am not sure if the below practice is allowed
a) Application sharing DB server
1) If this is allowed , what are the cautions to be exercised?
2) If this setup isnt allowed, why so
I am collecting experts opinion/thoughts on what is recommended and how cautious we should exercise the options.
RAC specific question:
3) If an application is allowed to run, would we get the service/load metrics updated accordingly so we dont load already loaded machine.Meaning would oracle look outside of its world and instruct its listener to redirect the connection accordingly?
