Start Synchronization button is disabled

 Hi,
I can't understand why Start Synchronizationbutton is disabled when I have some pending Monitoring Templates.
How can I start synchronization of Monitoring Templates manualy?
Can I use the emcli utility in this case?
OEM version 12.1.0.3
