Movement Statistics and Intrastat Reporting

I'm looking for some help with Movement Statistics. I have a complex legal entity and inventory organisation environment with a mix of expense and inventory purchases with the goods being received into the inventory organisations. When I run the movement statistics processor the Arrival movement statistics are created for all purchase receipts where the supplier site country is a different country to the receiving country. This is expected behaviour.

The Arrival movements are created for both expense receipts and inventory receipts. Most of the expense receipts have been created in i-proc as non-catalog requisitions so do not have an item associated with them. I need to report the expense purchases as part of my Intrastat reporting so the fact that movement statistics have been created is good. However when I run the Movement Statistics Exception Report to validate the records it reports  "Error:  Missing Item  User Action: Enter Item on Movement Statistics record for these statistics" but this field is not a user enterable field so I cannot add a dummy item
