Pending Status on ARM Profiles

Hello,
I've gone through the following steps and my profiles are still in a pending status, which doesn't allow me to input data as a preparer.  I created a period and then set it to open.  I then copied profiles into the period.  I did not do any data loads as I chose to input source system and sub system data for testing purposes.  When I login as a preparer, all of the recs are still at a pending status and I'm unable to input anything.  Please let me know what I'm missing if anything.
