Overime for Contract Employees

Ss there a way to generate overtime at various factors  for sub contractors?  These individual as set up as record type 3 recharge only  and we post time but they also have overtime in their contracts that need to be entered at their negotiated OT rates which are an the individual level.  Tried using union rate deriviation but that did not work...any suggestions?
