can we control approval process based on data access set or specific le values

 Hello All. 
As per business Scenario, 

We are trying to segregate b/w BSV values at GL level by using DATA ACCESS SET  for specific ledger  BSV values . 

Can we control the approval process based on data access set or based on BSV values so that the Users from one BSV will not be able to view the approval limits ? 

Is this achievable task ?
