Failed to deploy the ear

I am having some issues with deploying the HTML 9.1.3 to my Web Server.

App server is good - services started fine. Port test is also good

I created my weblogic home, J2EE Server and I am deploying the HTML server now.

Unable to install the instance 'DEVHTML'; an exception was thrown during the installation procedure. : Exception invoking method install : Failed to deploy the ear 'D:\ServerManagerAgent\SCFHA\targets\DEVHTML\webclient.ear' with instance name 'DEVHTML'. : Exception invoking method deployEAR : Deployment error thrown. Exception: WLST FAILED: Deployment to server 'DEVJ2EE' of application 'DEVHTML' using ear file 'D:\ServerManagerAgent\SCFHA\targets\DEVHTML\webclient.ear'.
