Lead Status changes

Hi,

For the Leads objects, I want the users to go from Qualifying to Qualified and then Convert.

Currently if all fields required for conversion are filled out, the system allows the conversion directly from Qualifying status.

Is there any way I can make it mandatory to go through the stages using worklfows or validation?

I also need to make certain fields mandatory when they re marked as Qualified. I am doing this using the Process Admin funcitonality. Is there a recommended/better option to implement this?
