BI publisher Installation

Hello,
We are trying to set up our BI publisher server. When we try to install it does not allow to 'Create Bi System' . Once i put username,password and domain and click next . It does not do anything.  When i try to choose Scale out BI System. It goes to next page.

Version 11.1.1.7.0
