getting ORA-600 [kqludp2] [0x0B09EC8B0] [0] error when creating chain rule

Creating a chain and having issues. Have created the chain, some of the chain steps and some of the chain rules. When I try to add an additional chain rule with EM, it doesn't do it and returns nothing. When I try with PL/SQL, I get the ORA-600 [kqludp2] [0x0B09EC8B0] [0] error and it won't let me create the chain rule. I've tried it with other chains with no problem. Anyone have any ideas?
