Labor Distribution Multiplier

We are trying to change the default of the Labor Distribution Multiplier to be 1.1316 instead of 1.0000 in the P0801PRL.  We have change the data dictionary default value to equal 1.1316 and created a full package but the value coming in to all new employees is 1.0000.

We are E1 9.0/TRL 9.1.0.4 Oracle 11g Windows 2008 R2
