Changeover in Receivables from No Validation to Location Based tax structure in 11i or R12

 We are currently in 11i with Receivables setup as No Validation for Tax. We are using Tax Codes for determining the Tax.
Is there a way we can change over to Location based tax rates using the Sales Tax Location Flexfield State-County-City either in 11i or during / after the upgrade to R12?
