Is there an easy way to add new tax classification codes in upgraded R12 instance?

We are planning to use the upgraded tax classification codes initially upon go live with R12 but it is not clear how to add to the existing tax classification codes when new ones are required.  We are able to update tax rates when required by end-dating the upgraded rate and creating a new one, but are not sure of the steps to add a new code/rate.  How can we mimic the behavior of the upgraded taxes?

Example:

Upgraded tax classification code = LA-NewOrleans-INPUT with tax rate = 8.75%

This tax classification code either defaults from the Supplier or we can manually select it on an AP invoice and it applies the effective rate.
