Why can't use specific range of row security?

Hi, i was wondering why the 1st top row security with the range 0001-00600 and 00620-99998, it gives error when posting payment. Whereas they changed to 00001-00600 and 00700-99998, it gives no error ? FYI, above security is to allow only company no. 00610 to do the posting for that particular userid teste610
