R12.1.3 : Automatic Remittances Creation Program (API) running indefinetly

All,

We have a situation in PROD env.   All  Automatic Remittances Creation Program (API) requests are running indefinitely .    The status is Running , Normal.     There are 10 requests running currently for past 1 hour.
Usually , this request complete within a minute.  

We have bounce the complete environment including the database, but the issue exist.

Not sure how to troubleshoot the issue.      Can someone , please help here.
