False alerts by EM when black out ends

Hi,
I am running a wls 10.3.6 on Linux x86-64. I create black outs for my applications/servers during maintenance activity and surprisingly when the black out ends i get the following message.


EM Event: Fatal:/XYZ_base_domain/base_domain/xyzapp  - The WebLogic Server is down

Is this a bug and is there a fix?
