Blanket Purchase Agreement is approved with amount agreed Zero and amount limit greater than Zero.

I have a very speical case. BPA is created in Jun-13 , approved in Oct-13 (there is value for amount limit but null for amount agreed), released in Oct-13.
According to PO User Guide, my user should not be able to release this BPA, is there anyone know why this kind of problem happened? Thank you very much.
Amount Agreed - For blanket and contract purchase agreements only, Purchasingdisplays the agreed-to amount for the agreement. The amount Released valueshould not exceed the Amount Agreed. (Note also that if you change the Amount4-42 Oracle Purchasing User's GuideLimit in the Terms and Conditions window, the Amount Agreed should be equal toor less than the Amount Limit.)Best Regards,Anna1
