Can someone clear up my confusion over CPU/SPU patch content?

I can't seem to get a clear understanding of just what is incorporated in CPU/SPU patches.  One document indicates that these are "only security fixes" while other Oracle references indicate that the patches contain rdbms bug fixes too.  Which is it?
