PA: Review transaction, error: The organization is not active

 I have an invoice from payables that have not been viewed in the Expenditure Inquiry when I reviewed the review transactions the error says: The organization is not active, I have checked thew invoice and I have found some observations: First the invoice line have a different expenditure organization from the distributions, so I checked HR module and checked the hierarchy and the organizations. I found that the organization that appeared in the distributions was not in the hierarchy, so I try to change the expenditure organization in the distributions by the one that appeared in the line (by examine) it did not work and appear the next message: The organization ir not active, but it was, because when I checked the organizations, both of them were active. So I checked the expenditure organizations from the distributions by database, it worked! Then I run the request PRC: Interface Supplier Costs to view the invoice in the expenditure inquiry and it failed,
