Receipt Routing with BLANK Lot

Placed the PO for an lot controlled item, receive it and order moves to receipt routing program. Location is RELEASED and Lot field is BLANK. Operation code is TRANS then moved to 3PL and when we put 1 in option field while moving the order to STK,system throws error LOT NUMBER NOT BLANK and on the same active program removed the 1 from option field and BLANK it and clicked OK button , surprised to see operation code moves from 3PL to STK.But no update in CARDEX and Onhand. Order status also open 370-400.

How come RR program accepts with BLANK option code for an lot controlled item?
