Can anyone tell me why Singapore OU would not be able to see the Tax Profile button?

 Hi,

throughout our testing of customer setup in R12 our associates in Singapore have noted that they do not have the ability to create a new tax profile because the button is missing.  I have reviewed metalink for notes relating to this but cannot find anything.  The tax profile is NOT set at the party level.

Am i missing something obvious?
