NJ SUI not calculating

We are testing the Vertex Q patch for JDEdwards World 9.2.1, NJ-SUI (employee portion) is not calculating for all employees, but the employer NJ-SUI is calculating for all employees at the correct rate.  I don't see anything in their set up that would cause this to happen.  Any suggestions?
