CWB - Combination Plan with Global Salary

I am working on R12 Compensation Workbench.   I have created a COMBINATION plan setup with both salary and bonus options. My worksheets are functioning properly however I am having trouble setting up my plan to push my budget down at the global level. I am following note 301163.1

I want to push my budget down as a percentage of eligible salaries at the GLOBAL level.

I have created the following rates:

LW Orange - DB - Global (this is my distribution budget)
Level: Plan
Compensation Object: Global Plan

LW Orange - WB - Global (this is my worksheet budget)
Level: Plan
