Tax Calculation not happening

Hi
I have configured Ebusiness Tax.  When I use "Tax Simulator" to create tax for Purchase and Payable, I am able to get tax computed.

However, when I enter a PO or Payable Invoice with the same details, tax is not getting calculated.

Please advise what step am I missing?
