Getting an error in program (IN: Purchase Orders (850/ORDERS)) Like 'Program level EC_INBOUND_STAG

Hi Guru's

I am working on a upgrade project from 11.5.10 to 12.1.3.

When we are running the program 'IN: Purchase Orders (850/ORDERS)', i am getting below error.

Start inbound transaction for POI.
Staging for transaction POI.
Program Error: UTL_FILE.  The file could not be opened or operated on as requested.
Program level EC_INBOUND_STAGE.LOAD_DATA: Please check the log file, correct the problem, and try again.
SQL error message ORA-29283: invalid file operation
ORA-06512: at "SYS.UTL_FILE", line 536
ORA-29283: invalid file operation.

Can you please help me to resolve the issue.
