Inventory Commitment process to ignore certain locations (APIK Not working)

 I currently do not have Advance Warehousing turned on. the requirement is to not have any commitment process to utilize certain locations while committing the inventory for a sales order. 

Example; We have LOCN A and B; Location A has 50 Units and location B has 100 Units. Location B must not be used to allocate against sales order any process (like, pick ticket printing, pick confirm, Etc. ). 

when an order is created for 25 units, system must use location A and NOT B. Neither location can be put on hold because we need to be able to do inventory transactions against both the locations.
