R12.1.3Field Service Manager - Read Only Scheduling Chart

There is not a lot out there on this tool, so I need some help.  I need a way for management to view the schedule of their techs without allowing to change the schedule. Articles advised using Read Only Scheduling Chart as the a "view"only for the scheduling tool.  The problem, it shows ALL the resources.  Where are the controls?  What are the rules to set up this view?  Also, if you go to Navigate>Select Territories and Task Owners it throws an error. 

Ideas?
