COntingent worker process with 3 -way match PO

Hello Experts

Can any one explain me the standard process of contingent worker when OTL is fully installed and PO is a 3 way match

I have a requirement as follows and do not have clue if this can be achievable or not using standard functionality

1. PO is created for a contingent worker with 3 way match

2. when the PO is approved, it should notify the contingent worker, then contingent worker submits the time card in OTL. Once the time card is approved receipt should be created and then invoice (Supplier is ERS supplier)

3. When the invocie is created we want this invoice to be sent to supplier via email
