Cost/Event Distribution Rule using cost-to-cost Revenue extension not generating REvenue

I am not able to generate revenue using the Cost/Event Distribution rule and a copy of the Cost-to-Cost Billing Extension.   It actually does the reverse, it creates a billing event equal to % COST SPENT / BUDGET REVENUE instead of creating a revenue event.

Tips on how to troubleshoot or where I need to navigate to in SQLDEVELOPER appreciated.
