Retry Interval

Hi

I'm currently on EM12c 12.1.0.3.  Repository is RAC 11.2.  Was wondering where I can find the info related to the retry interval that the OMS continues to try and connect to the repository?  After this interval, does the OMS go down? and then when the repository is back up and the interval was reached, do we then need to manually restart the OMS?

Also, any experience on how others are monitoring the repository when it is not reachable by the OMS?
