Other Item Discount - How to apply automatically?

All,I’m doing an “Other Item Discount” (Promotion).  Order Item A, and get Items B and C at 100%.  It works.  However, It only works when I go to Actions>Price Order.  I want it to be automatic when I save or at least when I book.  Not sure what I’m doing wrong. 

Settings:

Level – Group of Lines

Modifier Type - Other Item Discount

Automatic – Y

Pricing Phase – All Lines Adjustment 

Any help would be greatly appreciated.
