FGR Auditing: ORA-28138: Error in Policy Predicate

 We wanted to audit a highly transactional table to identify one particular issue,so we have decided to use FGR for limited auditing .We have created the following 
policy .As soon as we created the policy all the DMLS on the table started failing
with 'ORA-28138: Error in Policy Predicate'.

The error says ,We should have a simple predicate or in other wrds we cant have more
than one audit condition inside a policy .In our case that is not the case ,still
we got this error.Any pointers what could cause this ,to me looks like a Bug.
