Siebel release difference metrics

Hi,

Does anyone know whether Oracle releases or has metrics that show the difference between Siebel releases? For example the size of the increase/decrease in the technical footprint, functionality, code base size growth, etc, etc.

We have an internal programme related to productivity and the question has been raised whether there is a productivity measurement for COTS applications such as Siebel provided by the vendor.

If anyone else has been asked to measure productivity for COTS based solutions it would be appreciated if you could share how you approached the question and what were the end results.
