Can't start a newly added service in Oracle 11.2.0.3 ...

I am trying to add and start a new service in the single node Oracle database on Linux. Here is the steps and result

UDB00173> srvctl add service -d UDB00173 -s FXOINTSV_SVC1
udb00173 >
UDB00173> srvctl status service -d UDB00173
Service FXOBO_SVC1 is running
Service FXOBO_SVC2 is running
Service FXOBO_SVC3 is running
Service FXOINTSV_SVC1 is not running.
Service FXOWBPM_SVC1 is running
Service FXOWEBM_SVC1 is running
Service FXOWEBM_SVC2 is running
udb00173>
UDB00173> srvctl start  service -d UDB00173 -s FXOINTSV_SVC1
PRCD-1084 : Failed to start service FXOINTSV_SVC1
PRCR-1079 : Failed to start resource ora.udb00173.fxointsv_svc1
