Getting Weight and Volume UOM values to default in Shipping Delivery Detail form in 11i

We have started defining Form Personalization to get Weight and Volume UOM values to default in Shipping Delivery Detail form in 11i, however we seem to be missing a set up/step as the value does not default automically. ( it works for a form if we click on Apply in form personalization, but not automatically).

Any ideas ?
