Top task summarization in PSI for non-Contract projects

Hello,

In PSI, when you select Task Status on a contract project, you get top task summarization and you can then drill down to the lowest task.  But when you select Task Status on a non-contract project, you get the lowest task view, and not the top task summarization.  I'd like the ability to view top task summary on capital projects.  Does anyone know if this is possible?
