1099 Payments Report Question

I ran the 1099 payments report and I see invoices on the report that should not be 1099 reportable.  We went through and removed the income tax type from the invoice lines that were not reportable however those amounts are still showing up in the 1099 payments report.  I would expect that this report would show me what would be reported on the 1099.  Is that not correct?  If that should be the case, any suggestions as to what we may still need to do would be greatly appreciated.
