COMM_GEN - Produces duplicate letters in output when multiple channels are selected (email and lette

BGSU is experiencing an issue with "duplicate letters" per student that is appearing in the PDF output whenever we specify that the collection letter output should be sent via "email" and via "letter".  We have defined our Comm_Gen setup of a new Letter Code "CO2" along with a new BI Publisher Report Definition "BG_BGSF_CO2" which allows for two separate channels. 

Template ID: BG_BGSF_CO2_1 has Channel = "Email" 

Template ID: BG_BGSF_CO2_2 has a channel = "Printer"

We ran the Comm_Gen process to write the "Letters" first.  It is correctly writing each of the student collection letters into the PDF file (with multiple student letters in 1 PDF file thanks to an earlier tip on the Oracle Community).  However, now we are getting "duplicate" letters for each person written to the output file whenever we select multiple channels on the Report Definition.
