Project Clearence Account is not getting defaulted in Destination account field when perfoming a Pro

I am trying to perform a move order issue for projects using the project move order transaction type which is setup for projectsthe Project clearence account on Organization parameters is not getting defaulted in to Destination account this is specified as part of Doc Id : 1476462.1

we want this account to get it defaulted so that we can avoid users entering wrong account
if anybody worked on it please let me know if i am missing any setup or does this is the process to perform the move order for projects
