How to debug OENH workflow using oe_debug_pub.add

Hello
I am working on customizing OENH workflow in R12.1.3 and the workflow is calling a standard package ONT_OE_NEGOTIATE_WF_PK and inside the package there are using oe_debug_pub.add for log messages.

Can anybody help me to how to see those log messages? I enabled below two profiles but I am no seeing any debug file getting created in the path. Below steps what I did...

First time I enabled below profiles at site level and then went to Quote and created a quote and progress the quote and observed that no debug file created in /tmp
